A large, project-based organization is seeking an experienced HR Manager – Operations & Recruitment to lead full-cycle recruitment, HR operations, and workforce support in a high-volume, field-driven environment. This leadership role combines hands-on execution with team oversight, making it ideal for a strong “player-coach” who can drive recruitment performance, improve onboarding processes, and enhance overall HR service delivery. Supporting a predominantly field-based workforce, this position plays a critical role in ensuring hiring demand is met while strengthening operational efficiency and team effectiveness.

Compensation: $140,000–$160,000 annually
Additional Compensation: Potential relocation or sign-on support

Key Responsibilities:
Recruitment Leadership & Workforce Planning
Lead full-cycle recruitment across corporate, operational, project-based, and seasonal hiring needs.
Manage recruitment workflow, priorities, and service levels to meet high-volume hiring demand.
Partner with operations leaders to anticipate workforce needs, including project ramps and seasonal fluctuations.
Track and improve key recruitment metrics such as time-to-fill, requisition aging, onboarding pace, and fill rate versus attrition.
Establish consistent recruiting rhythms, including tracking candidate flow, offers, and start-date conversion.
HR Operations & Process Management
Oversee onboarding processes, employee file management, documentation standards, and HR service workflows.
Ensure compliance and consistency across HR processes and internal procedures.
Improve efficiency by transitioning manual processes into structured system-based workflows.
Systems & Reporting
Utilize HR systems and tools (HRIS, collaboration platforms, and internal workflows) to support reporting and operational efficiency.
Prepare and deliver regular reports on recruitment activity, onboarding, attrition, workforce metrics, and community hiring initiatives.
Strengthen reporting discipline and data visibility across HR operations.
Team Leadership & Development
Lead, coach, and support a small recruitment team, fostering accountability, clarity, and strong communication.
Address gaps in performance and drive improvements in responsiveness and service delivery.
Provide ongoing guidance and mentorship to build team capability and consistency.
Stakeholder Engagement & Support
Act as a trusted HR partner to operational leaders and internal stakeholders.
Provide day-to-day support on employee-related matters, including issue resolution and escalation.
Build strong relationships through professionalism, discretion, and sound judgment in a complex operating environment.
Continuous Improvement & Execution
Identify opportunities to improve recruitment and HR operational processes.
Drive measurable improvements in hiring throughput, onboarding efficiency, and service delivery timelines.
Lead by example as a hands-on contributor while maintaining leadership accountability.

Qualifications:
Post-secondary education in Human Resources, Business, or a related field preferred (or equivalent experience).
Progressive experience in recruitment leadership, HR operations, or generalist HR management.
Proven success managing full-cycle recruitment for high-volume, project-based, or hard-to-fill roles.
Experience leading or coaching a team and improving process accountability.
Strong working knowledge of HR systems and reporting tools (experience with HRIS platforms is an asset).
Experience in industrial, construction, or field-based environments is strongly preferred.
Experience working in community-focused or partnership-driven environments is considered an asset.
